Question 16: Polity and Governance
Which one of the following statements is NOT correct?
AnswerThe answer is (a).
A no-confidence motion in the Lok Sabha does not have to state the grounds on which it is based, so (a) is the incorrect statement. Under Rule 198 the member gives notice, the House's leave is sought with the support of at least 50 members, and a day is then fixed within ten days of leave. The Rajya Sabha cannot entertain it because the Council of Ministers is collectively responsible to the Lok Sabha alone (Article 75(3)).
Why each option is right or wrong
- (a) Incorrect: the motion need not set out any grounds.
- (b) Taken as correct by the key: the Rules ask only for notice and leave, not for the usual admissibility tests.
- (c) Correct: the motion must be taken up within ten days of leave being granted.
- (d) Correct: the ministry answers only to the Lok Sabha, so the Rajya Sabha cannot take it up.
