INSAT-3E was launched on 28 September 2003 on an Ariane-5 rocket from Kourou in French Guiana, the European launch site. India then used Arianespace for its heavier communication satellites, because the Indian launchers could not carry them. Seychelles, Mauritius and Mauritania have no launch site.
