Question 45: Economy and Social Development

Consider the following statements: The objectives of the National Renewal Fund set up in February 1992 were

  1. 1.To give training and counselling for workers affected by retrenchment or VRS.
  2. 2.Redeployment of workers

Which of these statements is/are correct?

aNeither 1 nor 2
bBoth 1 and 2
c1 only
d2 only

AnswerThe answer is (b).

The National Renewal Fund was set up in 1992 to protect workers hit by industrial restructuring in the reform years. It financed the retraining and counselling of workers affected by retrenchment or voluntary retirement schemes (VRS) and their redeployment, besides compensation to those who lost jobs. Both objectives listed are therefore correct.

  • 1. Training and counselling for workers hit by retrenchment or VRS.
  • 2. Redeployment of workers was also an objective.

How you could have got this

  1. If you were sure statement 1 is correct, (a) and (d) go: each of them leaves 1 out.

What you needed to know: Training and counselling for workers hit by retrenchment or VRS.

  2. Then, if you were sure statement 2 is correct, (c) goes: it leaves 2 out.

What you needed to know: Redeployment of workers was also an objective.

Only (b) is left. This one needs every statement.

This follows an unofficial answer: UPSC has not published its key for this year, and if that answer is wrong, so is this path.

Which options go is worked out from UPSC’s key and the options, not by a model.

Why each option is right or wrong
  • (a) Wrong: both statements are correct.
  • (b) Right: both retraining and redeployment were objectives.
  • (c) Redeployment was also an objective.
  • (d) Training and counselling was also an objective.
