INSAT-3B was launched on 22 March 2000 by an Ariane rocket from Kourou in French Guiana. K. Kasturirangan was Chairman of ISRO from 1994 to 2003. U. R. Rao was his predecessor (1984-94). A. P. J. Abdul Kalam never chaired ISRO: he led the SLV-3 project and later headed DRDO, and Anil Kakodkar headed the Atomic Energy Commission.
