Panchayati Raj was inaugurated by Jawaharlal Nehru at Nagaur in Rajasthan on 2 October 1959, following the Balwant Rai Mehta Committee's 1957 recommendation of a three-tier system. Andhra Pradesh followed soon after. So Rajasthan is the first state, not Tamil Nadu, Kerala or Karnataka.
