Opening · a definition
SDGs are set of 17 goals for a dream of "world we want to see" in 2030. Their achievement calls for decentralisation making the 3rd tier of governance - Panchayats as pivotal.
Body · points and prose
Role of Panchayat for grassroot development
- Local planning via Gram Panchayat Development Planning (GPDP) to ensure regional context.
- Identification of real beneficiaries for government schemes (Eg:- Ayushman Bharat, UJJWALA Yojana leading to SDG 3)!
- Participation & partnership with other players like corporates, NGOs to fulfil SDG 17..
④ Local issues taken up: (eg): Lack of healthcare → Demand for primary care by Panchayat → fulfilled by Zila Parishad. ⑤ Elimination of poverty: by developing local work, skilling and employment SDG 8: (eg): Chavri Rajavat (MGA Sapnash).
Role of Panchayat for Sustainable development: ① Promote sustainable grain practices: like "Sahi Fasal Campaign" to avoid water intensive crops. ② Protect forests by agroforestry, and conservation ③ Check on mining by permission for mineral excavation ④ Deal with human animal conflicts (SDG 15). ⑤ Promote decentralised "Solar Ghar Muft Bijli" → [SDG 13] Climate change
However, panchayat model had shortfalls:
- Tussle with State government for autonomy
- Lack of leaders & role models
Way ahead → 2nd ARC 6th Report: local cadre for Panchayats → Capacity Building and activity mapping as per SDG → Social Audit & Technology : (GEOMANTRYA)
