- Why in news
- On 16 April 2026 the Commerce Ministry announced the notification of an SEZ by Tata Semiconductor Manufacturing at Dholera, Gujarat, described as India's first chip fabrication plant. The SEZ was notified on 9 April 2026.
- What it is
- The Special Economic Zones Act, 2005 and the SEZ Rules, 2006 govern duty-free enclaves treated as foreign territory for trade operations. Units in an SEZ get tax and duty benefits and must earn positive Net Foreign Exchange. The Board of Approval, chaired by the Commerce Secretary, approves SEZ proposals.
- Tata SEZ at Dholera
- A sector-specific SEZ for electronic hardware and software including IT/ITES, spread over 66.166 hectares, with employment for 21,000 persons.
- Approving body
- The Board of Approval for SEZs approved the semiconductor and electronics SEZ proposals after the easing.
- Micron SEZ
- Micron is setting up an Assembly, Testing, Marking and Packaging SEZ at Sanand, Gujarat, with about ₹13,000 crore investment.
- Legal basis
- SEZs in India are set up under the SEZ Act, 2005, with the SEZ Rules, 2006 framing the procedures.
Don’t confuse with Fab vs OSAT/ATMP: A fab makes chips on wafers. OSAT/ATMP units only assemble, test and package finished wafers. Micron, CG Semi and Kaynes are assembly and testing units.
Don’t confuse with SEZ vs DTA: An SEZ is treated as foreign territory for trade. The Domestic Tariff Area is the rest of India, where normal customs duties apply.

Why it matters
- Easier land and NFE norms can attract capital-intensive chip investment and cut import dependence.
- Clusters in Gujarat and Karnataka can build domestic value chains and high-skilled jobs.
Problems
- Chip fabs need large capital, reliable power and water, and scarce skilled talent.
- SEZ benefits may be questioned for revenue loss and WTO subsidy concerns.
Way forward
- Pair SEZ easing with skilling, supplier ecosystems and utilities at the clusters.
- Link SEZ approvals to actual investment and export performance.
