- Why in news
- On 15 September 2026, Union Jal Shakti Minister C R Patil launched Swachh Seva Aankalan, an annual Gram Panchayat-level digital self-assessment of rural sanitation, at a virtual meeting with States/UTs (release dated 16 September 2026).
- What it is
- Swachh Seva Aankalan is a yearly digital self-assessment tool built by the Department of Drinking Water and Sanitation under Swachh Bharat Mission (Grameen) 2.0. It lets Gram Panchayats, with their water and sanitation committees, review how well sanitation services work on the ground. Results go up to district and State levels for review and corrective plans.
- Launched by
- Union Jal Shakti Minister C R Patil launched it on 15 September 2026 at a virtual meeting with States/UTs.
- Nature and developer
- An annual, Gram Panchayat-level digital self-assessment framework developed by the Department of Drinking Water and Sanitation under SBM-G 2.0.
- Who is involved
- It is multi-tier: Gram Panchayats, Gram Sabhas, VWSCs, and district and State/UT officials.
- What is assessed
- ODF Plus (Model) Gram Panchayats assess ODF sustainability, visual cleanliness and solid and liquid waste management, plus the functionality and O&M of assets.
- Validation and review
- The Gram Sabha discusses and validates findings; DWSM/SWSM meetings review them to find gaps and plan corrective action.
Don’t confuse with ODF vs ODF Plus: ODF means no open defecation. ODF Plus adds solid and liquid waste management and visual cleanliness; the Model category is the top tier.
Don’t confuse with SBM-G vs SBM-Urban: SBM-G covers rural sanitation under the Jal Shakti Ministry. SBM-Urban is a separate mission run by the Housing and Urban Affairs Ministry.
Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
Why it matters
- Gives Gram Panchayats and Gram Sabhas a role in reviewing their own services, in line with the spirit of the 73rd Amendment.
- Annual assessment helps sustain ODF gains and find service gaps in waste management and asset upkeep.
Problems
- Self-assessment may be inflated without independent checks.
- Weak Gram Panchayat capacity, staff and funds for operation and maintenance of assets.
Way forward
- Add third-party or sample verification of self-assessed results.
- Link findings to funding and capacity-building for Gram Panchayats.
