- Why in news
- On 30 September 2026, the Ministry of Textiles extended the RoSCTL Scheme for apparel/garments and made-ups by three months, from 1 October to 31 December 2026, at existing rates.
- What it is
- RoSCTL is the Rebate of State and Central Taxes and Levies scheme for exports of apparel/garments and made-ups. It refunds embedded taxes that no other mechanism returns, so that exported goods carry no domestic tax burden. It rests on the principle of zero-rating of exports.
- Start date
- The Scheme has been operational since 7 March 2019.
- Extension
- Extended for three months, 1 October to 31 December 2026, at existing rates and guidelines.
- Principle
- It is anchored in zero-rating of exports: domestic taxes should not burden exported products.
- Reach in 2025-26
- More than 15,400 exporters in over 444 districts benefited, mostly MSMEs.
- Ministry
- The scheme is run by the Ministry of Textiles.
Don’t confuse with RoDTEP: RoDTEP refunds embedded central, state and local duties and taxes for most export sectors; RoSCTL is specific to apparel/garments and made-ups.
Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
Why it matters
- Keeps exported apparel free of embedded domestic taxes, aiding competitiveness of a labour-intensive sector.
- Supports MSME exporters spread across many districts.
Problems
- Repeated short extensions give only short-term certainty to exporters.
- Remission of embedded taxes must stay consistent with WTO rules on export subsidies.
Way forward
- Give longer-term certainty on rates and validity.
- Keep the scheme aligned with WTO norms and simple to claim.
