- Why in news
- On 22 September 2026, the National Rainfed Area Authority held a National Level Technical Committee meeting under the REWARD programme in New Delhi to review the draft National Technical Guidelines for watershed work.
- What it is
- REWARD (Rejuvenating Watersheds for Agricultural Resilience through Innovative Development) is a watershed programme run with the Department of Land Resources and NRAA. It is being tested in states such as Odisha and Karnataka and feeds into the watershed component of PMKSY. NRAA is the body under the Agriculture Ministry that advises on rainfed area development.
- Programme full form
- REWARD stands for Rejuvenating Watersheds for Agricultural Resilience through Innovative Development.
- States involved
- State Level Nodal Agencies of Odisha and Karnataka are sharing watershed data with NRAA and partners.
- Use of the guidelines
- The National Technical Guidelines being drafted will guide future watershed development under the watershed component of PMKSY 3.0.
- DPR timeline proposal
- The Joint Secretary (WM), DoLR suggested cutting DPR preparation time from 6 months to 3 months to leave more time for execution.
- NRAA's parent ministry
- NRAA works under the Ministry of Agriculture and Farmers Welfare.
Don’t confuse with NRAA vs DoLR: NRAA is under the Agriculture Ministry and advises on rainfed areas. The Department of Land Resources (Rural Development Ministry) runs the watershed development component of PMKSY.
Don’t confuse with REWARD vs PMKSY-WDC: REWARD is a programme to improve watershed practices and guidelines. PMKSY's watershed component is the larger scheme that will use them.
Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
Why it matters
- Rainfed areas depend on rain, so better watershed planning supports farm incomes and climate resilience.
- Common technical guidelines can make watershed projects more consistent across states.
Problems
- Claims in the guidelines need validation with field data, and data sharing between states and agencies is uneven.
- Convergence across sectors and quick DPR preparation are hard to achieve.
Way forward
- Validate the guidelines with REWARD data and set up web portals and decision support systems for all stakeholders.
- Integrate land resource inventory and hydrology in planning, and build in convergence of sectors.

No practice question for this one; the card may still help an answer. Why: Watershed programme and the NRAA are syllabus topics, but the release is a routine meeting with few settled facts to set a question on.
Worth revising until Prelims 2028: most news questions come within two years of the event.
