- Why in news
- On 24 July 2026, the MoS for Social Justice and Empowerment told the Rajya Sabha in a written reply that the Centre has circulated Model Guidelines for Development and Regulation of Retirement Homes to all States and UTs.
- What it is
- The Model Guidelines for the Development and Regulation of Retirement Homes are a reference framework from the Ministry of Social Justice and Empowerment. They set design and safety standards for housing built for senior citizens. States and UTs may use them to frame their own policies, since land is a State subject.
- Issuing ministry
- The guidelines come from the Ministry of Social Justice and Empowerment and were sent to all States and UTs.
- Constitutional basis for State role
- Land and colonization are State subjects, so the Centre issued model guidelines as a reference, not a binding law.
- Infrastructure standards
- The guidelines prescribe accessibility and safety features such as ramps, lifts, handrails, power backup, ambulance services and panic alarms.
- RERA coverage
- Retirement homes fall under the Real Estate (Regulation and Development) Act, 2016, so they must meet its transparency and consumer protection norms.
Don’t confuse with Model Guidelines vs binding law: Model guidelines are advisory for States. A statute like RERA or the Maintenance and Welfare of Parents and Senior Citizens Act, 2007 is legally enforceable.
Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
Why it matters
- Responds to rising demand for safe, accessible housing for a growing elderly population.
- Gives States a common template, which can reduce uneven standards across the country.
Problems
- Guidelines are not binding, so adoption depends on each State.
- Enforcement and monitoring of care quality beyond construction standards remain weak.
Way forward
- States should adopt the guidelines into rules and set up monitoring and grievance mechanisms.
- Link retirement homes with RERA registration and health and care service standards.
Put in your answer
Federal angle: Land is a State subject (Entry 18, List II), so the Centre uses model guidelines as a soft-law tool.
RERA protection: Applying RERA gives senior citizens buyers transparency and consumer protection in retirement housing.

No practice question for this one; the card may still help an answer. Why: Non-binding model guidelines on a State subject (Entry 18, List II). Topic is on the syllabus but few testable facts.
