- Why in news
- On 5–6 October 2026, the Rural Development Ministry held a two-day PMGSY Chintan Shivir at Bharat Mandapam, New Delhi. It set priorities on quality, maintenance, climate resilience and technology for rural roads.
- What it is
- The Pradhan Mantri Gram Sadak Yojana is a centrally sponsored scheme of the Ministry of Rural Development. It was launched in December 2000 to give all-weather road connectivity to eligible unconnected habitations. It has run in phases, and the National Rural Infrastructure Development Agency (NRIDA) provides technical and management support.
- PMGSY-IV outlay
- PMGSY-IV has an outlay of ₹70,125 crore.
- PMGSY-IV target
- About 62,500 km of all-weather roads to connect 25,000 eligible unconnected habitations.
- Progress so far
- Around 8 lakh km of rural roads have been built over 25 years in different phases.
- Maintenance period
- Contractors are responsible for maintenance during a stipulated five-year period.
- Monitoring tools
- OMMAS, GPS-VTS, AI, geo-tagged evidence and data analytics are to be used for monitoring and maintenance.
- Launch
- PMGSY was launched in December 2000 as a centrally sponsored scheme.
Don’t confuse with PMGSY vs PMGSY-IV: PMGSY is the overall programme begun in 2000. PMGSY-IV is its latest phase, with ₹70,125 crore for 25,000 habitations.
Don’t confuse with MoRD vs NRIDA: MoRD is the ministry that runs the scheme. NRIDA is the agency under it that gives technical and management support.
Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
Why it matters
- All-weather roads link farmers to markets, children to schools and patients to healthcare.
- Better rural connectivity supports rural livelihoods and growth.
Problems
- Delayed works and lagging States, especially in difficult and North-Eastern areas.
- Maintaining quality and upkeep after construction, and a slow sanction-to-tender-to-award cycle.
Way forward
- Use GPS, geo-tagging and AI for monitoring and field verification.
- Adopt climate-resilient, green construction and enforce contractor responsibility during the maintenance period.

No practice question for this one; the card may still help an answer. Why: Scheme with facts (PMGSY-IV outlay Rs 70,125 crore, 62,500 km, 25,000 habitations); the release is a conference review, not a new decision.
Worth revising until Prelims 2028: most news questions come within two years of the event.
