- Why in news
- On 13 January 2026, PFRDA issued the NPS Vatsalya Scheme Guidelines 2025, setting out eligibility, contribution, withdrawal and transition rules for the minors' pension scheme.
- What it is
- NPS Vatsalya is a contributory pension savings scheme for children, announced in the Union Budget 2024-25 and launched on 18 September 2024. A parent or guardian operates an account opened in the minor's name. On reaching majority, the account can continue, move to regular NPS Tier I, or be exited.
- Eligibility
- Open to all Indian citizens, including NRI and OCI, below 18 years. The minor is the sole beneficiary and the guardian operates the account.
- Contribution
- Minimum initial and annual contribution is ₹250, with no maximum limit. Relatives and friends can also gift contributions.
- Partial withdrawal
- Allowed after three years from account opening, up to 25% of own contributions (excluding returns), for education, medical treatment and specified disabilities.
- Regulator
- PFRDA regulates the scheme; the guardian may choose any one PFRDA-registered pension fund.
Don’t confuse with NPS Vatsalya vs NPS Tier I: Vatsalya is for minors, with the guardian operating the account. Tier I is the regular NPS account, to which the subscriber can shift at majority.

Why it matters
- Builds a savings habit and early compounding for long-term pension security.
- Extends pension coverage to children, supporting a pensioned society.
Problems
- Low awareness in rural and semi-urban areas.
- Pension lock-in may compete with families' immediate needs.
Way forward
- Use Anganwadi workers, ASHAs and Bank Sakhis for outreach, as the guidelines provide for incentives.
- Keep rules simple, with clear communication on withdrawals and transition.
