- Why in news
- On 9 January 2026, Union Home Minister Amit Shah chaired the 9th Apex-Level NCORD meeting in New Delhi and inaugurated the NCB office at Amritsar. He announced a three-year nationwide anti-drug campaign from 31 March 2026.
- What it is
- NCORD (Narco-Coordination Centre) is a four-tier mechanism that coordinates anti-drug work among the Centre, states and enforcement agencies. The Narcotics Control Bureau (NCB) is the central drug law enforcement and coordinating agency under the Ministry of Home Affairs, and it organises NCORD meetings.
- Four-tier structure
- NCORD has Apex, Executive, State and District level committees.
- Who heads each tier
- Home Secretary heads the Apex committee, the MHA Special Secretary the Executive committee, Chief Secretaries the State committees and District Magistrates the District committees.
- Purpose and year
- NCORD was set up in 2016 to improve coordination among states, the MHA and stakeholders on drugs.
- Three-pronged approach
- Ruthless action on the drug supply chain, a strategic approach to demand reduction and a humane approach to harm reduction.
Don’t confuse with NCB vs NCORD: NCB is an enforcement agency under MHA. NCORD is a coordination mechanism with four tiers that NCB organises.
Don’t confuse with NCORD vs NAPDDR: NAPDDR is the Social Justice Ministry's demand-reduction plan. NCORD is the MHA's enforcement coordination structure.
Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.
Why it matters
- A formal four-tier structure links the Centre, states and districts, so drug policy is coordinated at every level.
- A time-bound roadmap with outcome reviews moves the focus from number of meetings to convictions and action against kingpins.
Problems
- Drug trafficking crosses borders and links to narco-terrorism, which needs intelligence sharing and border control.
- State capacity is uneven, with slow destruction of seized drugs, limited forensic labs and low conviction rates.
Way forward
- Set measurable targets on charge-sheet filing, convictions and forensic lab use, and review outcomes regularly.
- Run district and state NCORD meetings regularly and pair enforcement with treatment and awareness for victims.

No practice question for this one; the card may still help an answer. Why: NCORD and NCB are lasting coordination bodies on drug control. Statutory bodies are only 7 Prelims questions; this meeting adds a campaign plan but no strong testable facts.
Worth revising until Prelims 2027: most news questions come within two years of the event.
