Don’t confuse with NCDC vs NABARD: NCDC is a statutory corporation financing cooperatives across sectors. NABARD is the apex development bank for agriculture and rural credit, set up in 1982.
Don’t confuse with NCDC vs NUCFDC: NUCFDC is the umbrella organisation for Urban Cooperative Banks. NCDC helped develop it and is a financier of cooperatives.
Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.
Why it matters
- Cooperatives pool small producers' capital, so NCDC finance supports rural livelihoods in dairy, fisheries and sugar.
- Equity-based financing and market borrowing can lift NCDC's lending capacity.
Problems
- Heavy reliance on government assistance and government banks limits institutional growth.
- Regulatory and financial constraints on NCDC remain, as the minister acknowledged.
Way forward
- Set up an expert group to review NCDC's structure, capital mobilisation and financial autonomy.
- Develop consortium and co-financing models with NABARD, State Cooperative Banks and commercial banks.
