Why in news
On 27 August 2026, MoSPI released a concept paper on a method to build experimental monetary asset accounts for marine fish resources, under the UN SEEA framework, and invited comments.
What it is
The SEEA Central Framework is the UN-endorsed international statistical standard for linking the environment with the economy. It treats natural resources such as land, water, forests and fish as assets. MoSPI publishes India's environmental accounts under the EnviStats India series.
Framework used
The paper follows the SEEA Central Framework, which the UN Statistical Commission has endorsed as an international statistical standard.
EnviStats India
MoSPI has followed the UN SEEA framework since 2018. It compiles accounts on land, water, forest, pollination and minerals under the EnviStats India series.
Method source
The paper draws on the OECD (2025) compilation guide, Measuring Natural Resources in the National Accounts, and tests how well it fits Indian data and institutions.
Experimental status
The approach is experimental and relies mostly on proxies because of data limits. Comments from experts and agencies will help finalise a standard method.
Where to send feedback
Feedback goes to the Environment Unit, Social Statistics Division, MoSPI.

Don’t confuse with Physical vs monetary asset accounts: Physical accounts track stock quantities and changes. Monetary accounts value those stocks in money terms. This paper deals with the monetary account, built on physical stock data.

Don’t confuse with SEEA vs GDP: SEEA is a satellite accounting framework that records natural resource depletion and stocks. It does not replace the GDP calculation.

Reports and indices: 14 Prelims questions since 2013; they test who publishes a report and what it measures.

No practice question for this one; the card may still help an answer. Why: Concept paper in a lasting topic (SEEA, natural capital accounting); experimental and rarely asked.

Worth revising until Prelims 2028: most news questions come within two years of the event.
