Why in news
On 12 August 2026, India and the Southern African Customs Union (SACU) signed Terms of Reference in New Delhi for negotiating a Preferential Trade Agreement (PTA).
What it is
The Southern African Customs Union (SACU) is a regional trade bloc of southern African states with a common external tariff and a shared customs area. It is regarded as the world's oldest customs union. A Preferential Trade Agreement lets partners cut tariffs on an agreed list of goods, and is narrower than a free trade agreement.
What was signed
Terms of Reference for negotiating an India-SACU PTA, signed at Vanijya Bhawan, New Delhi. It does not cut any tariff itself.
First with Africa
This is India's first ToR signing with the African region.
Scope
The PTA is to cover eight chapters, including goods, rules of origin, customs and trade facilitation, trade remedies with a bilateral safeguard, SPS, TBT, dispute settlement and legal provisions.
SACU members
SACU has five members: South Africa, Botswana, Namibia, Lesotho and Eswatini.
SACU headquarters
The SACU Secretariat is in Windhoek, Namibia.

Don’t confuse with PTA vs FTA: A PTA cuts tariffs on a limited list of products. An FTA covers substantially all trade between partners.

Don’t confuse with Customs union vs free trade area: A customs union has a common external tariff on non-members. A free trade area does not.

International bodies and relations: the largest group of news questions in Prelims (61 since 2013), often about background, members and location. In Mains, 27 news-triggered questions, mostly on India's interests.
