Why in news
On 7 November 2026, India and the EU announced they had completed negotiations for India's association with Horizon Europe, the EU's flagship research and innovation programme.
What it is
Horizon Europe is the EU's main funding programme for research and innovation, running from 2021 to 2027. It is organised in three pillars: Excellent Science, Global Challenges and European Industrial Competitiveness, and Innovative Europe. Non-EU countries can be associated and then take part in funding calls on near-equal terms with EU members.
Nature of the programme
Horizon Europe is the EU's flagship research and innovation programme.
Existing frameworks
The association builds on the India-EU Agreement on Science and Technology Cooperation and the India-EU Trade and Technology Council.
Pillar II clusters
Pillar II clusters include health, digital technologies, industry and space, climate, energy and mobility, and food and the bioeconomy.
Timeline
Exploration began after the India-EU Summit of 27 January 2026. Formal talks began after the TTC ministerial meeting in Brussels on 15 July 2026.
Benefits to India
Indian researchers, institutions and industry can join funding calls, access European consortia and research infrastructure, and gain from talent mobility.

Don’t confuse with Horizon Europe vs Horizon 2020: Horizon 2020 was the EU's earlier research programme (2014-2020). Horizon Europe is its successor (2021-2027).

Don’t confuse with Association vs participation as a third country: Associated countries pay into the programme and get near-equal access. Other third countries may join projects but usually need to fund their own participation.

International bodies and relations: the largest group of news questions in Prelims (61 since 2013), often about background, members and location. In Mains, 27 news-triggered questions, mostly on India's interests.
