Glacial Lake Outburst Floods (GLOF) preparedness

GS3 Disaster managementPrelims and Mains

In the news since 3 September 2026

Why in news
On 3 September 2026, Union Home Secretary Govind Mohan chaired a meeting in New Delhi to review how ready five Himalayan States/UTs are for glacial lake outburst floods (GLOFs) and snow avalanches.
What it is
A glacial lake outburst flood happens when a lake held back by ice or loose moraine bursts and sends a sudden surge of water downstream. Himalayan glaciers are retreating with warming, and new or growing lakes raise this risk. The NDMA has issued GLOF management guidelines, and the Centre funds mitigation for vulnerable lakes.
Who met
Chief Secretaries and State Disaster Management Authorities of Uttarakhand, Himachal Pradesh, Sikkim, Arunachal Pradesh and Jammu & Kashmir attended, with MHA, NDMA, CWC, IMD and DGRE officers.
Focus areas
Early warning, monitoring of vulnerable glacial lakes, identifying high-risk locations, flow path, alert dissemination and evacuation preparedness.
Shift in approach
Preparedness must move from response-oriented measures to risk-informed planning, preventive mitigation and community-level preparedness.
2024 mitigation project
States were told to speed up the GLOF mitigation project the Centre sanctioned for them in 2024.
Nodal body
NDMA, set up under the Disaster Management Act, 2005, is the apex body for national disaster policy and guidelines; it is chaired by the Prime Minister.

Don’t confuse with GLOF vs flash flood from rain: A GLOF is caused by a breach of a glacial lake, not by rainfall or a cloudburst, though heavy rain can trigger a breach.

Don’t confuse with GLOF vs snow avalanche: A GLOF is a water surge from a failed glacial lake. A snow avalanche is a mass of snow sliding down a slope. The meeting covered both.

Environment: Prelims tests bodies, programmes and the law behind them; Mains asks why plans fall short.

No practice question for this one; the card may still help an answer. Why: Disasters drew 11 of 161 news-set Mains questions, but this meeting gives no new provision or decision to build a question on.

Worth revising until Prelims 2028: most news questions come within two years of the event.
