- Why in news
- On 7 October 2026, MoSPI released the document 'Strategy for Environmental Economic Accounts in India 2026–2030', a roadmap extending its earlier 2022–2026 strategy.
- What it is
- The System of Environmental-Economic Accounting (SEEA) is a statistical framework, endorsed by the UN Statistical Commission, that links environmental assets and flows with the economy. In India, the National Statistics Office under MoSPI prepares environmental accounts and issues multi-year strategies to guide which accounts are built next.
- Who issues it
- The NSO under MoSPI released the strategy documents for environmental accounts in India.
- Framework endorsed
- SEEA has been endorsed by the United Nations Statistical Commission.
- Start of work
- MoSPI began work on environment accounts in 2018.
- Basis for 2026–30 areas
- Areas were chosen mainly from the report 'Green National Account in India: A Framework' and the SEEA-CF framework.
- Scope of new strategy
- It covers new subjects or wider scope for forest, minerals, soil, land, water, carbon stock, biodiversity and environment statistics.
- Link to SNA 2025
- System of National Accounts 2025 recognises natural resource accounting within national accounts.
Don’t confuse with SEEA vs SNA: SNA is the core framework for national economic accounts such as GDP; SEEA is a satellite framework that adds environmental assets and flows.
Don’t confuse with Strategy 2022–26 vs 2026–30: The 2022–26 document set areas like material flow, ocean, energy, biodiversity and urban accounts; the 2026–30 one extends it with new subjects and wider scope.
Reports and indices: 14 Prelims questions since 2013; they test who publishes a report and what it measures.
Why it matters
- Accounting for natural resources shows the cost of growth on forests, water and land, giving a fuller picture than GDP alone.
- A shared roadmap helps fill data gaps and can guide States and UTs starting their own environmental accounts.
Problems
- Data gaps and weak coverage of natural assets make valuation hard.
- The strategy is only a guidance tool, so States' uptake and coordination are uncertain.
Way forward
- Fill data gaps by combining administrative, survey and remote-sensing sources.
- Build State capacity and use the accounts in policy and planning decisions.

Areas covered so far: MoSPI has studies and reports on forests, biodiversity, wetlands, oceans, soil, water quality, croplands, energy, residuals, urban ecosystems and pollination services.
Use for States: The document is meant as a reference for States and UTs wanting to start or strengthen environmental accounting.

No practice question for this one; the card may still help an answer. Why: Lasting topic on green accounting; reports are 4% of Prelims questions, but this strategy document has few testable facts and no Mains debate.
Worth revising until Prelims 2028: most news questions come within two years of the event.
