- Why in news
- On 3 September 2026, the Election Commission of India held its fourth regional conference on Electoral Literacy Clubs (ELC 2.0) and ECINet in Goa. CEC Gyanesh Kumar spoke on youth electoral literacy and on ECINet as a transparency platform.
- What it is
- Electoral Literacy Clubs are ECI-backed clubs in schools, colleges and universities that teach students about voting and elections. ELC 2.0 recasts them as structured, digitally enabled clubs linked to a dedicated portal. ECINet is ECI's unified digital platform for election services and information.
- ELC 2.0 tagline
- The initiative carries the tagline 'Learn Democracy. Lead Democracy.' and targets young and first-time voters.
- ECINet
- A unified digital platform for election services from roll to poll; ELCs use it and a dedicated ELC portal for year-round activities.
- Constitutional basis of ECI
- The Election Commission is a constitutional body under Article 324, which vests it with superintendence, direction and control of elections.
- SIR in Goa
- The CEC praised Booth Level Officers for their role in the Special Intensive Revision of electoral rolls in Goa.
Don’t confuse with ELC vs SVEEP: SVEEP is ECI's wider voter education and participation programme; ELCs are the school and college clubs through which it reaches students.
Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.
Why it matters
- Informed first-time voters can raise turnout and strengthen participation in the democratic process.
- A digital platform for services and information can improve transparency and access for electors.
Problems
- Clubs may stay one-off events unless activity is sustained year-round and monitored.
- Digital platforms can exclude those with weak connectivity or low digital skills.
Way forward
- Embed electoral literacy in curricula and track club activity through the ELC portal.
- Pair digital outreach with offline campaigns in rural and remote areas.

No practice question for this one; the card may still help an answer. Why: Lasting Election Commission initiatives on the syllabus, but the release gives little for a question.
Worth revising until Prelims 2028: most news questions come within two years of the event.
