- Why in news
- On 17 September 2026, PIB published a backgrounder on the Electronics Components Manufacturing Scheme (ECMS), reporting 106 approved projects and a Budget 2026-27 outlay rise to ₹40,000 crore. It was released as SEMICON India 2026 opened in New Delhi.
- What it is
- ECMS is a Ministry of Electronics and IT scheme that supports domestic making of electronic components, sub-assemblies, supply-chain products and related capital goods. It aims to raise domestic value addition and cut import dependence in items such as printed circuit boards, display modules and lithium-ion cells. It moves India from assembling devices to making their parts.
- Tenure and incentive period
- The scheme runs for six years, with an optional one-year gestation period. Capex incentive is available for five years.
- Enhanced outlay
- Union Budget 2026-27 raised the ECMS outlay to ₹40,000 crore.
- Related scheme: EMC
- The Electronics Manufacturing Clusters scheme gives up to 50% of project cost, capped at ₹50 crore per 100 acres, for greenfield projects.
Don’t confuse with ECMS vs PLI for Large Scale Electronics Manufacturing: PLI gives 4%-6% incentives on incremental sales, mainly for mobile and electronics assembly. ECMS gives capex-linked support for components and materials.
Don’t confuse with ECMS vs SPECS: SPECS was an earlier scheme with a 25% capex incentive for components and semiconductors. ECMS is the newer scheme for components.
Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
Why it matters
- Reduces import dependence in components such as PCBs, display modules and lithium-ion cells.
- Deepens domestic value addition and creates jobs: 74,628 direct and 2.5 lakh indirect expected.
- Supports the 2030 target of $500 billion electronics manufacturing and $150 billion exports.
Problems
- Components remain import-dependent, so scale and cost competitiveness against established foreign suppliers is hard to match.
- Capex-linked incentives depend on timely project execution; many approved projects are still under construction.
Way forward
- Build supplier clusters, testing and R&D support, and a skilled workforce around approved plants.
- Monitor project completion and outcomes, and link incentives to real value addition.
