- Why in news
- On 2 September 2026, PIB published an explainer on the Districts as Export Hubs (DEH) initiative. It covers the initiative's structure, district coverage and the phased rollout that began on 1 June 2026.
- What it is
- Districts as Export Hubs is a Department of Commerce initiative, anchored by DGFT, that treats each district as a unit of export planning. It builds on One District One Product (ODOP) and brings together central and state schemes, institutions and industry. It does not add a new funding scheme.
- Nature
- DEH is a convergence framework. It uses funds from ongoing central and state schemes and has no separate financial scheme.
- Who runs it
- The Department of Commerce gives policy direction. DGFT anchors implementation, coordinates stakeholders and monitors progress.
- Committees
- State Export Promotion Committees guide implementation at State level. District Export Promotion Committees work at district level and prepare District Export Action Plans.
- ODOP origin
- ODOP began as an Uttar Pradesh initiative in 2018, built around Moradabad's brass industry, before it was scaled nationally.
- EXIM Bank GRID
- Six districts (Anantapur, Raipur, Solan, Tiruppur, Kanpur and Kolhapur) were selected for support under EXIM Bank's Grassroots Initiatives for Development (GRID) programme.
- Action plans
- As of March 2026, draft DEAPs were prepared for 590 districts, and 249 of them were formally adopted by DEPCs.
- Institutional structure
- State Export Promotion Committees at State/UT level and District Export Promotion Committees at district level have been constituted in all 36 States/UTs.
- District Export Action Plans
- Draft DEAPs of 590 districts are ready; 249 have been formally notified by the DEPCs.
- Product coverage
- Products and services with export potential have been identified in all districts, including GI products, agricultural clusters and toy clusters.
- Role of committees
- The committees help promote exports and address bottlenecks. Outreach events build awareness and address exporters' concerns.
- Nodal agency
- The initiative is anchored by DGFT under the Department of Commerce and builds on One District One Product.
Don’t confuse with DEH vs ODOP: ODOP selects and promotes one product per district. DEH covers the whole district export ecosystem and converges existing schemes.
Don’t confuse with SEPC vs DEPC: SEPCs work at State level to ensure convergence across departments. DEPCs work at district level and prepare the District Export Action Plans.
Schemes: 52 Prelims questions since 2013, 10 in Prelims 2026 alone. They test features, the period and who funds it. In Mains, 33 news-triggered questions, mostly GS3.
Why it matters
- Spreads export gains beyond a few industrial clusters and port cities to small towns and rural districts.
- Supports MSMEs and jobs, and helps India move towards its US$1 trillion export goal.
- Brings export planning down to the district level, which can help MSMEs, farmers and small industries reach overseas buyers.
- Spreads export growth beyond a few coastal and industrial hubs.
Problems
- Without its own funds, DEH depends on how well existing central and state schemes are converged.
- Districts face gaps in quality standards, logistics and e-commerce awareness. Only 249 of 590 draft plans were formally adopted by March 2026.
- Only 249 of 590 draft district plans are notified, so implementation is uneven.
- Exporters in districts face gaps in logistics, quality standards and market access that committees alone cannot fix.
Way forward
- Speed up adoption of DEAPs and track outcomes such as new exporter registrations and export value.
- Strengthen testing, certification and logistics support, and use partners such as EXIM Bank, India Post and e-commerce platforms.
- Notify the remaining plans and link them to existing schemes and state budgets.
- Track district export data on public portals and use it to fix bottlenecks.

No practice question for this one; the card may still help an answer. Why: Lasting export initiative building on One District One Product, but with few hard facts; schemes are 16% of news-linked Prelims questions.
Worth revising until Prelims 2028: most news questions come within two years of the event.
