- Why in news
- On 2 July 2026 the Ministry of Coal announced that coal block allocatees under the MMDR Act can use Insurance Surety Bonds instead of Performance Bank Guarantees. The Coal Blocks Allocation (Amendment) Rules, 2026 were published on 22 June 2026.
- What it is
- A performance security is money or a guarantee that an allocatee lodges to assure the government that it will meet its mine development and operating obligations. Traditionally this is a Performance Bank Guarantee (PBG) issued by a bank. An Insurance Surety Bond is issued by an insurer and serves the same purpose, so the bank guarantee is not the only option.
- Existing allocatees
- Those who have already furnished PBGs can replace them with ISBs, subject to prescribed conditions.
- Legal notification
- The rules were published in the Gazette of India as G.S.R. 508(E) on 22 June 2026.
- Intended benefit
- It is meant to ease the financial burden of bank guarantees and let allocatees deploy capital in mine development and operations.
Don’t confuse with MMDR Act vs CMSP Act: The MMDR Act, 1957 governs mines and minerals generally, and blocks auctioned under it are covered first. The Coal Mines (Special Provisions) Act, 2015 governs coal blocks allocated after the 2014 Supreme Court cancellation; ISBs are not yet extended to these.
Don’t confuse with Surety bond vs bank guarantee: A PBG is issued by a bank. An ISB is issued by an insurer. Both act as performance security for the government.
Economy terms and data: 42 Prelims questions since 2013, rising in recent years; they test what a term or instrument means. In Mains, 12 news-triggered questions.
Why it matters
- Frees up working capital for allocatees, which can speed up mine development.
- Widens the range of financial instruments and brings insurers into the coal sector, in line with ease of doing business.
Problems
- Insurers need enough capacity and credit strength to underwrite large bonds.
- The government must be able to enforce claims quickly so its interests stay protected.
Way forward
- Set clear conditions on insurer eligibility and claim settlement.
- Extend the facility to CMSP Act blocks and monitor how it works.

No practice question for this one; the card may still help an answer. Why: Ease of doing business reform in coal sector. Useful as context, but has few testable facts and no debate for Mains.
