Civil Defence Network and Master Trainers

GS3 Internal SecurityPrelims and Mains

In the news since 23 October 2026

Why in news
On 23 October 2026, the Ministry of Home Affairs announced a pilot to train Civil Defence Master Trainers with the Indian Army in 12 States/UTs. It follows the PM's 15 August 2026 Red Fort announcement of a Civil Defence network.
What it is
Civil Defence is a volunteer-based system that prepares civilians to protect life and property and keep essential services running during hostile attack or emergencies. In the Ministry of Home Affairs, the Directorate General of Fire Services, Civil Defence & Home Guards (DGFSCDHG) looks after it. The Master Trainer model trains a small group of trainers who then train volunteers.
Nodal body
The DGFSCDHG under the Ministry of Home Affairs runs the pilot, in coordination with the Indian Army.
Participating States/UTs
Jammu & Kashmir, Punjab, Rajasthan, Gujarat, Delhi, Meghalaya, Sikkim, Assam, Uttar Pradesh, Kerala, Karnataka and Tamil Nadu.
Training content
The course covers threat awareness (hybrid warfare, drones, air raids), protection and emergency response (including CBRN awareness), and communication and coordination.

Don’t confuse with Civil Defence vs Home Guards: Both are under the same Directorate General, but they are separate volunteer forces. Civil Defence is mainly about protecting civilians from hostile attack and disasters; Home Guards assist the police.

Don’t confuse with Civil Defence vs NDRF: The NDRF is a specialised, full-time force for disaster response. Civil Defence relies on trained volunteers in the community.

Defence: Prelims tests exercises (with whom), equipment (who makes it) and firsts.

No practice question for this one; the card may still help an answer. Why: Lasting security topic from a new initiative, but few facts a statement could test; no defence-hardware Mains pattern.

Worth revising until Prelims 2028: most news questions come within two years of the event.
