Why in news
On 30 September 2026, the Ministry of Power notified new CAFE Norms for passenger vehicles. They apply from 1 April 2027 to 31 March 2032.
What it is
CAFE norms set a fleet-average limit on fuel consumption or CO2 emissions for each car maker, not for each model. In India they are issued under the Energy Conservation Act, 2001, and the Bureau of Energy Efficiency (BEE) administers them. They aim to cut oil use and emissions from passenger vehicles.
Period of norms
The new norms run from 1 April 2027 to 31 March 2032 and apply to new passenger vehicles made or imported for sale in India.
Tightening of target
The fuel-consumption benchmark falls from 3.996 to 3.3273 litres/100 km, about 16.7% better.
Reference weight
Reference weight rises from 1,082 kg to 1,229 kg, and the target line is flattened so heavier cars face tougher targets.
Credit trading and buyout
Surplus credits can be carried forward or traded. Firms with a gap can buy credits through a buyout mechanism run by BEE.
Small-maker exemption
Manufacturers selling fewer than 1,000 units a year are exempt from fleet-average obligations.

Don’t confuse with CAFE norms vs Bharat Stage norms: CAFE limits fleet-average fuel use or CO2 per manufacturer. Bharat Stage norms limit tailpipe pollutants like NOx and PM for each vehicle.

Don’t confuse with MIDC vs WLTP: MIDC is India's existing test cycle. WLTP is the global harmonised procedure; the norms use both for reporting.

Laws, judgments and statutory bodies: 30 Prelims questions since 2013 (what the law says, who chairs, legal basis). In Mains, 44 news-triggered questions, most in GS2, asking for provisions and challenges.

Worth revising until Prelims 2028: most news questions come within two years of the event.
