- Why in news
- On 13 January 2026, Union Home Minister Amit Shah laid the foundation stone of a BSL-4 Bio-Containment Facility at the Gujarat Biotechnology Research Centre, Gandhinagar.
- What it is
- A BSL-4 lab is the highest biosafety level. It is used for dangerous pathogens that spread easily and have no sure cure or vaccine. Work is done in full-body positive-pressure suits or in sealed Class III cabinets, with airlocks, chemical showers and filtered air and waste handling.
- Place and body
- The lab will come up at the Gujarat Biotechnology Research Centre, Gandhinagar, a state-run centre.
- Cost and size
- The complex costs ₹362 crore and covers 11,000 square metres.
- Purpose
- It will study diseases that pass from animals to humans (zoonoses) and cut the need to send samples of dangerous viruses abroad.
- Biosafety levels
- Biosafety levels run from BSL-1 (lowest risk) to BSL-4 (highest risk). BSL-4 suits agents such as Ebola, Marburg and Nipah, and the Crimean-Congo haemorrhagic fever virus.
- Related policy
- The minister cited the Bio E-3 policy (Economy, Environment and Employment) and the One Health Mission.
Don’t confuse with BSL-3 vs BSL-4: BSL-3 handles serious agents with known cures or vaccines, such as TB bacteria. BSL-4 handles agents with no sure treatment, with full-suit containment.
Don’t confuse with Biosafety vs biosecurity: Biosafety protects people and the environment from accidental exposure to pathogens. Biosecurity guards against theft or deliberate misuse.
Science and technology: 57 Prelims questions since 2013; most test the concept behind the news, not the news itself. In Mains, 12 news-triggered questions.
Why it matters
- Cuts reliance on foreign labs and on a single Indian BSL-4 site, so testing of deadly viruses becomes faster.
- Strengthens preparedness against zoonotic outbreaks and supports vaccine and diagnostics research.
Problems
- Running a BSL-4 lab is costly, and it needs rare trained staff and strict maintenance.
- Risks of accidental leak or misuse (dual-use research) need tight oversight and public trust.
Way forward
- Set clear national biosafety and biosecurity rules and independent audits for high-containment labs.
- Link the lab with the One Health approach, surveillance networks and training of skilled personnel.
Put in your answer
One Health: The minister said 60 to 70 per cent of diseases spread from animals to humans, and cited the One Health Mission.
Bio-economy growth: India's bio-economy was said to have grown from USD 10 billion in 2014 to USD 166 billion by the end of FY 2024.
Antimicrobial resistance: The minister called AMR a "silent disaster" that needs a clear roadmap and awareness.

Consider the following statements:
- 1.The BSL-4 facility at the Gujarat Biotechnology Research Centre will be India's second BSL-4 laboratory, after the one at the National Institute of Virology, Pune.
- 2.BSL-4 is the lowest of the four biosafety levels and is meant for pathogens that cause only mild disease.
- 3.Work in a BSL-4 laboratory is done by staff in positive-pressure suits or in sealed Class III biosafety cabinets.
Which of the statements given above is/are correct?
True or false?

Statements the way Prelims prints them. Say first, then see the fact.
1.BSL-4 is the lowest of the four biosafety levels and is meant for pathogens that cause only mild disease.
False. BSL-4 is the highest level, for dangerous pathogens with no sure treatment or vaccine.
2.Work in a BSL-4 laboratory is done by staff in positive-pressure suits or in sealed Class III biosafety cabinets.
True. These are standard BSL-4 containment features.
3.The facility will be located at the Gujarat Biotechnology Research Centre in Ahmedabad.
False. It will be in Gandhinagar.
4.The project is being built at a cost of ₹362 crore over 11,000 square metres.
True. Cost ₹362 crore; area 11,000 sq m.
5.BSL-4 labs are mainly meant to handle common bacteria used in routine teaching and clinical tests.
False. Common, low-risk agents are handled at BSL-1 or BSL-2; BSL-4 is for deadly agents such as Ebola, Marburg and Nipah.
