- Why in news
- On 24 September 2026, Dr. Jitendra Singh formally launched the commercial use of PLA-based biodegradable plastic at the Department of Biotechnology, New Delhi. The effort is led by Balrampur Chini Mills under the BioE3 framework, with a BIRAC grant for a pilot facility.
- What it is
- Polylactic acid (PLA) is a biodegradable polymer made from lactic acid, which is obtained by fermenting plant sugars such as those from sugarcane. BioE3 is the government's biotechnology policy framework for Economy, Environment and Employment. It aims to move bio-based manufacturing from laboratory research to commercial production.
- BioE3 expansion
- BioE3 stands for Biotechnology for Economy, Environment and Employment.
- Funding body
- BIRAC, under the Department of Biotechnology, is giving a ₹75 crore grant for the pilot facility.
- Location
- The pilot facility will be at BCML's complex at Kumbhi, Uttar Pradesh.
- Feedstock
- The PLA venture converts renewable sugar-based feedstock into PLA and bioplastics.
- Bioeconomy size
- The Minister said India's bioeconomy grew from about US$10 billion in 2014 to nearly US$195 billion.
Don’t confuse with PLA vs conventional plastics: PLA is made from renewable plant sugars. Conventional plastics such as polyethylene come from petrochemicals.
Don’t confuse with DBT vs BIRAC: DBT is the ministry department. BIRAC is the agency under DBT that funds and supports biotech industry research and start-ups.
Science and technology: 57 Prelims questions since 2013; most test the concept behind the news, not the news itself. In Mains, 12 news-triggered questions.
Why it matters
- Creates a bio-based value chain from agricultural resources such as sugarcane, beyond ethanol.
- Supports indigenous biomanufacturing and can reduce dependence on petroleum-based plastics.
Problems
- Scaling from a pilot plant to commercial production needs validated processes and skilled manpower.
- Using food crops like sugarcane as feedstock can compete with food and ethanol uses.
Way forward
- Build pilot facilities, customer validation and industry-academia links for scale-up.
- Diversify feedstock to region-specific biomass and waste.
Put in your answer
BioE3 pilot grant: A ₹75 crore BIRAC grant supports a 100 TPA pilot facility for PLA and co-polymers.
Bioeconomy growth: Official claim: India's bioeconomy grew from about US$10 billion (2014) to nearly US$195 billion.

No practice question for this one; the card may still help an answer. Why: Lasting topic on bio-based plastics under BioE3; concept-based sci-tech questions are common (57 in Prelims), but facts here are thin.
Worth revising until Prelims 2028: most news questions come within two years of the event.
