- Why in news
- On 13 March 2026, the Agriculture Ministry told Rajya Sabha in a written reply that Phase-I of Bharat-VISTAAR, an AI-powered farmer advisory platform, was launched on 17 February 2026.
- What it is
- Bharat-VISTAAR (Virtually Integrated System to Access Agricultural Resources) is a Digital Public Infrastructure platform for farmers. It uses AI and data from government systems and ICAR research to give personalised advice on crops, weather, prices, pests and soil. It also links farmers to central schemes and services.
- Budget outlay
- Announced in Union Budget 2026-27 with a total allocation of Rs 150 crore.
- Phase-I channels
- Phase-I runs in Hindi and English via a helpline (155261), a voice AI chatbot, a ministry web portal and a mobile app.
- Schemes integrated
- Phase-I integrates 10 central schemes, including PM-KISAN, PMFBY, Soil Health Card and Kisan Credit Card.
- Language expansion
- 4 more languages planned in 3 months and 5 more in 6 months.
- Access for non-smartphone users
- Voice and IVRS access is provided for farmers without smartphones.
- Legal and security compliance
- Built in line with the Digital Personal Data Protection Act, 2023, and MeitY and CERT-In cyber security guidelines.
Don’t confuse with Bharat-VISTAAR vs Agristack: Agristack is the farmer-data registry layer (farmer ID, crop survey). Bharat-VISTAAR is an advisory and service-access platform that draws on government data.
Science and technology: 57 Prelims questions since 2013; most test the concept behind the news, not the news itself. In Mains, 12 news-triggered questions.
Why it matters
- Gives small farmers timely, local advice in their own language, which can improve yields and cut input costs.
- Voice and IVRS access widens reach beyond smartphone users and supports digital inclusion.
Problems
- Low digital literacy and patchy connectivity in rural areas limit uptake.
- Advice quality depends on accurate, current data and language coverage; only Hindi and English at present.
Way forward
- Add regional languages and state-specific schemes on schedule, with local extension workers helping farmers.
- Keep regular security audits and data-protection safeguards for farmer data.

No practice question for this one; the card may still help an answer. Why: New AI-based farmer platform with Rs 150 crore outlay; recent and thin on settled facts, so card only.
Worth revising until Prelims 2027: most news questions come within two years of the event.
