South Asian Free Trade Area (SAFTA) and Rules of Origin

Why in news
On 16 August 2026, the Directorate of Revenue Intelligence (DRI) said it had uncovered a network that falsely declared South-East Asian areca nuts as Bangladeshi to claim SAFTA duty exemption, with a potential revenue loss above Rs 2,500 crore.
What it is
SAFTA is a trade agreement among South Asian countries under SAARC that cuts customs duties on goods traded within the region. Concessions apply only to goods that meet Rules of Origin, which decide whether a product truly comes from a member country. A Certificate of Origin from the exporting country's authority is the proof used to claim the benefit.
Duty on areca nuts
Areca nut imports normally attract 100% Basic Customs Duty, but eligible imports under SAFTA are fully exempt.
Rules of Origin condition
Bangladesh-origin areca nuts get the exemption only if the imports meet the prescribed Rules of Origin criterion.
The fraud method
South-East Asian nuts were sent to an EPZ in Bangladesh, repackaged by changing containers and bags, and routed to India as Bangladeshi origin with SAFTA Certificates of Origin obtained fraudulently.
SAFTA background
SAFTA was signed in 2004 and came into force on 1 January 2006. Its members are the SAARC countries, and its Secretariat is the SAARC Secretariat in Kathmandu.

Don’t confuse with SAFTA vs SAPTA: SAPTA (1993) was the earlier preferential trading arrangement of SAARC. SAFTA replaced it and aims at duty-free trade among members.

Don’t confuse with Country of origin vs country of export: Origin is where the goods were grown or substantially made. Export country is where they were shipped from. Preferential duty needs origin, not mere routing.

International bodies and relations: the largest group of news questions in Prelims (61 since 2013), often about background, members and location. In Mains, 27 news-triggered questions, mostly on India's interests.

No practice question for this one; the card may still help an answer. Why: SAFTA is a lasting topic. The release is a fraud case with few testable facts. International bodies are 19% of news-linked Prelims questions, but this case adds little.

Worth revising until Prelims 2028: most news questions come within two years of the event.
